Can the Lookup function identify the Lookup Value from a drop list?

I am working with 2 work sheets within 1 workbook.
in sheet1 - the user selects from 4 options in a drop down list. (The drop down list is created in Data Validation function and the list itself is also located on sheet1.)
On sheet2, I am using the LOOKUP function, to fill in content from sheet1.
So my LOOKUP formula looks like this:
=LOOKUP(sheet1!$K$3,sheet1!B7:G7:Sheet1!C7:C22)
Look up value $K$3 = "Not effective"
Look up vector B7:G7 = look up value is actually located in col F
Look up results C7:C22 = the content I want to populate in sheet2, is located in Col C of sheet1.

My problem is the results are not consistent, and results in content from col C, but is not exclusive to the Look up value.

What am I doing wrong?
Or is Excel unable to execute LOOKUP function when the Lookup value is part of a drop down list? If so, how else can I do this?

Ok, that's my puzzle. Any ideas?
