Web.Config not affecting files or child folders

Hi,

I have two websites that I am trying to make interact with each other through a login.  At the moment the one website (lets call it A) contains the login.aspx which creates a cookie allowing for the user to access the other webpage (lets call it B). Once you have logged into website A you can then enter the URL for website B and it will load correctly (vs if you have not logged in yet you will be redirected to Website A).  The problem I am having is that my web.config file does not seem to be redirecting for any other parts of website B besides the main page, and any aspx files I have located in the root.  My web.config is also in the root.

For example, if the user is not logged into site A they can still surf to www.websiteB.com/index.php and receive the main screen.  I have also tested this by putting a web.config into the subfolders which the same result happened where it would redirect away from the folder itself, but not the content inside.  Is this intended?  My web.config file for simplicity at the moment is only denying anonymous users but again only for the actual folder that the web.config is located in and not the files inside (.html, .txt, etc).

Other details: I am using Azure for both websites, and WebsiteB is using Wordpress with IIS7.
